BACKGROUND

The FHI360 STRIDES Global Health Security (GHS) Project, with funding support from the United States Department of State, continues to provide strategic technical assistance to the Government of Nigeria in strengthening capacities for disease preparedness, detection, and response. In alignment with the Joint External Evaluation (JEE 2023) and the National Action Plan for Health Security (NAPHS 2.0), targeted interventions are currently being implemented across the STRIDES supported states to address critical gaps in national laboratory systems, biosafety and biosecurity, and infection prevention and control.

Persistent gaps have been observed in the availability of essential commodities required to effectively operationalize these interventions.

In response to these gaps, the project proposes the procurement of essential Personal Protective Equipment (PPE) to strengthen biosafety, biosecurity, and Infection Prevention and Control (IPC) practices across supported health facilities and laboratories. The procurement will include critical PPE required to protect laboratory personnel and healthcare workers from occupational exposure to infectious hazards, promote safe handling of biological materials, and support compliance with national and international biosafety and IPC standards.

Bid Submission Requirements and Documentation

Bidders are required to provide the following technical documents to support their proposals:
I. Manufacturers and product certifications (ISO, CE, EN, NAFDAC, or equivalent)
II. Equipment warranty terms- Minimum 24-month warranty
III. Company profile with Product catalogue and high-resolution product images
IV. Corporate registration documents (CAC and form CAC7 & CAC2)
V. Evidence of tax payment for the last 3 years
VI. Reference from at least 2 clients or POs
VII. Financial Proposal with Picture samples of products to be supplied

Deadline for submission of quote is on or before 5.00pm (Nigerian Time) August 14th, 2026.

o to revise any requirement or specification of this RFQ;
o to require supplemental statements or information from any Offeror;
o to accept or reject any or all proposals to this RFQ;
o to waive any proposal deficiencies, and/or communicate with any Offeror to correct or clarify responses that do not conform to instructions;
o to extend the deadline for submission of responses to this RFQ;
o to negotiate potential contract terms with any Offeror; or
o to cancel or reissue this RFQ in whole or in part.

– FHI 360 may exercise these rights at any time without notice and without liability to any responding Offeror or any other party, including liability for expenses incurred in preparation of proposals.

– FHI 360 is not responsible for any costs, including travel expenses, incurred by Offerors for preparation and submission of proposal, including any requests for additional information, interviews or negotiations, or any work performed prior to written authorization from FHI 360 to proceed.
